Building Human Capacity
Human capacity: A major enforcement of the human capacity building is anticipated, through the focused exchange and training activities foreseen in the implementation phase (WP5) of BEYOND. It is expected that the activities focus on promoting bidirectional transfer of knowhow and operational standardisation, with ultimate goal the achievement of well trained personnel, with distinct expertise for an innovative use of EO data and higher level products, and integrated common operation with the aim to expand the EO based disaster management capability beyond the limits of the sole country providing support to beneficiaries and scientists in south-eastern Europe. The transfer of knowledge will be directed both from EU partner institutions involved in the project to IAASARS/NOA, but also from IAASARS/NOA to beneficiaries, through planned training visits of experienced scientists to work alongside world-recognised researchers. The recruitment of 9 experienced researchers (preferably Greek), will additionally promote repatriation of knowhow, thrusting the strengthening of personnel, both in number and skills. A strong enhancement on the research quality of IAASARS/NOA is anticipated through the specified recruitments and the transfer of knowledge from partner institutions. Moreover, the recruitment of a person in charge for the exploitation management (WP2, WP6) is expected to enhance human capacity related with the Institute’s sustainability. In addition, the participation of the GEO Greek Office secretariat -based in NOA and being part of the existing team- to be in charge of BEYOND's dissemination activities (WP4), will ensure a strong connection with GEO, a significant enhancement of outreach profile. Finally, the recruitment of an experienced IT developer, will improve BEYOND’s operational structure in a way that a uniform, flexible, integrated portal is formed that will be easily providing access to infrastructural observational capacities, archives of observation data and databases of higher level products to potential beneficiaries; data discovery (searchable) on global and regional products and services; links to the regional service performance indicator and news; web links to the regional archives of the wide data providers, institutional users and scientific communities.
